The postholder will be eligible to join the Local Government Pension Scheme which is a final salary defined benefit scheme for which the employer contribution paid is currently 17.6% representing a benefit from £7,626 to £8,297 in addition to the salary paid.

An exciting opportunity has arisen within the Housing and Homelessness Service for a Service Manager (Housing and Homelessness).

Are you an experienced manager within a Housing Service, with a proven track record of leadership and delivering an effective, customer focused service? Then this is the role for you.

You will report to the Head of Housing, Homelessness and Schoolcare Accommodation Services and will have line management responsibility for three team leaders across the fields of housing management, homelessness, housing advice, housing support and policy. This is a high profile and complex role with a strong involvement in developing and implementing strategic initiatives to improve housing opportunities for the residents of Orkney. You must be able to demonstrate a detailed knowledge of housing and homelessness legislation.

The appointed candidate will play a key role in the development of various strategic documents including the Local Housing Strategy and the Strategic Housing Investment Plan. Budgetary matters will be a key responsibility as well as representing the Housing Service at multi-agency meetings as required and local levels.

You will hold the Chartered Institute of Housing (CIH) Level 5 Diploma in Housing plus APEX or an equivalent level Housing qualification which would be accepted for Chartered Membership of the CIH. In addition you will hold appropriate practice (SCQF9) and supervisory management (SCQF8) qualifications to enable registration with the Scottish Social Services Council as a Manager of a Housing Support Service or will achieve the qualification requirements within 3 years of appointment.

You will have responsibility for ensuring the day to day management and strategic activities of the housing and homelessness service are carried out effectively. This includes ensuring that the service achieves performance targets and determining those targets where appropriate. You will assist the Head of Housing, Homelessness and Schoolcare Accommodation Services in planning for the future including ensuring stock continues to meet requirements, plans are made to acquire, build or develop accordingly to meet the needs of the community. You will act as the Registered manager for two registered Care Inspectorate Services and engage with inspections accordingly.

You will be working in a busy environment which will call upon you to respond quickly to changing priorities. You will also be a trusted team member in often highly confidential and sensitive matters.

Your exceptional engagement skills will maintain and enhance positive relationships with key stakeholders.

Crucial to the role will be your excellent organisational and planning skills and your ability to communicate at all levels. Being self-motivated and able to work under pressure, your time management skills will be of significant benefit in this role.

It may be possible to consider applications on a secondment basis, for a maximum of two years, from other Scottish public / housing bodies.
