The Independent Living Fund Scotland is the organisation which now administers over £55m of funding for existing recipients, supporting them to lead independent lives. They aim to ensure their recipients have choice and control over how and when they are supported in all aspects of their daily lives, as well as facilitating real participation and inclusion for individuals within their local communities.

In December 2017 ILF Scotland entered a new phase with the launch of their Transition Fund in Scotland. The Fund provides short term awards to support young people living with disabilities to improve their lives, in particular with the transition after leaving school or children’s services to be more independent and to continue spending time with other people.

The organisation has a staff team of 45 and currently provides award winning management services for approximately 3,000 service users throughout Scotland and Northern Ireland. This number will increase as the Transition Fund is accessed over the coming months. 

The Head of Policy will perform the challenging and high-profile role of leading the policy function within the organisation. In particular, they will play a critical role in developing strategy and driving process improvements based on their expert knowledge of current statutory services and the wider policy landscape across Scotland and Northern Ireland. With responsibility for ensuring that learning and improvements take place, they will also provide expert advice and professional guidance for improving and delivering excellent customer service.

The successful candidate will be educated to degree level (SCQF10) in Social Work or equivalent and have a considerable track record in a similar senior role (ideally in a public agency). He / she will have knowledge of relevant policy and legislative framework in relation to Social Work, Equality, Human Rights and Independent Living for disabled people. They should also have strategy and operational policy development experience and the ability to lead, direct and manage others effectively.
