The Civil Service is one of the biggest and most complex employers in the UK employing over 400,000 civil servants serving both Ministers and the public to deliver the priorities of the Government of the day. These include major projects with a lifecycle cost of around £500bn, as well as programmes and services that affect everyone in the United Kingdom. The annual spend is c. £45bn per annum with a range of suppliers including Small and Medium Enterprises.

HMRC is currently enhancing its Commercial team through a new operating model and is making a significant number of additional appointments at all levels, including a new Chief Commercial Officer who has recently been appointed from the private sector.

In this role you will play a key part in the management of existing and new suppliers and be closely involved in supporting the transition to the new supplier environment. As one of 3 Commercial Contract Management Leads in the Property & FM team, you will lead your team in commercially managing an allocated portfolio of contracts.

The role involves development of the team and delivery of contract management plans to ensure effective contractual outcomes, including quality, value, delivery, innovation and continuous improvement. You will also ensure policies, procedures, and initiatives for CCM and Supplier Relationship Management are adhered to consistently and that an effective risk management framework is in place to map, manage and mitigate supply chain risk.

Collaborative working across the Commercial Directorate will be essential and require the team to share commercial contract management knowledge and best practice with the sourcing and category leadership teams to ensure it is embedded in all commercial activities. This is a great opportunity to deliver real change and support HMRC in delivering its significant business as usual and transformation commercial requirements across its estate.

The ideal candidate will have significant commercial experience in a similar organisation with good experience of contract management strategies and processes, including delivering efficiencies and cost reduction programmes. You will possess the ability to build and maintain good working relationships with key internal and external stakeholders with excellent industry / market insight and knowledge across a range of sectors. Experience of negotiating commercial terms with suppliers and driving value for money is key. Ideally you will be MCIPS/IACCM qualified, although this is not essential provided you can demonstrate you meet our requirements, with good interpersonal and communication skills.
