HMRC is a very large complex organisation and the goods and services it requires from third parties to enable its people to carry out their work effectively ranges from everyday commodities to innovative commercial arrangements supporting frontline delivery. This is an exciting time as we undertake a programme of radical transformation, including Estates and IT, which will create the UK’s future tax administration and we prepare for EU Exit.
 
HMRC’s Commercial Directorate has also been through a period of transformation and is finalising implementation of an operating model that will create the capacity and capability to deliver HMRC’s future business as usual, transformation and EU Exit commercial requirements. It delivers a comprehensive commercial service, including providing market insights, shaping business needs and engaging suppliers throughout the commercial lifecycle to deliver cost-effective business outcomes.

This is an exciting opportunity to join an expanding team of experts in the Corporate Services Category where you will support the design and implementation of effective category strategies and plans. You will work directly with leaders across HMRC business areas up to and including Director level, providing appropriate advice and challenge, to maintain a full understanding of their requirements and priorities to effectively support delivery of HMRC’s strategic objectives.

The Category Specialist is the lead interface with key stakeholder and supplier/market communities and mentors and develops the wider commercial team in the appropriate sub-categories of spend. Working closely with colleagues in sourcing and commercial contract management, they shape the sourcing strategies, ensure these are communicated effectively across HMRC and drive implementation. This will require both the ability to think, influence and act strategically and a practical and pragmatic approach to see things through.

Specifically, the roles will cover the following broad sub-categories of expenditure:

Post and mailroom services
Courier services
Personal Protective Equipment (PPE) and Uniforms
Office Supplies and Equipment
A wide range of ancillary products and services

The ideal candidate will have significant relevant commercial experience in a large and complex organisation and be able to demonstrate an understanding of the supply market, potential commercial solutions and cost drivers. The ability to develop strong working relationships in a commercial environment is essential along with the ability to adapt quickly and excellent commercial and negotiation skills. MCIPS (or equivalent) and sound knowledge of UK and EU procurement legislation would be advantageous but are not essential.
