£72,792 to £78,452 per annum

NHS Education for Scotland is a national health board which promotes best practice in the education and lifelong learning of all Healthcare, social work and social care staff in Scotland, including management and executive level team members. The mission of NES is to contribute to the highest quality of health & social care throughout Scotland, ensuring the 350,000 people working in health and social care roles are well trained and are continually developed through each stage of their career.

NES is the key delivery partner for the new National Leadership Development Programme (NLDP); this programme is being developed to create empowering, inspirational leaders who understand that people are our strongest asset for delivering positive change. The programme will focus on the development of leaders at all levels, the identification of talent, leadership succession planning, and support current senior leaders in their own development needs. This programme will work across the entire health, social work and social care workforce of Scotland.

The head of programme role will be responsible for the creation and leadership of a team with the capability and capacity to deliver a range of leadership development, succession planning and talent management workstreams arising from the NLDP and the delivery of health workforce programmes. The role will provide operational management  for all elements of the NLDP programme plan for which NES is accountable.


If you were in this role today, here are some of the things you would be doing:

  •  Working with the Associate Director in NES to develop a clear vision and strategy for the delivery of leadership development and talent management across health, social work and social care workforce
  • Collaborating with a wide range of stakeholders and sponsors in Scottish Government and organisations across health, social work and social care in order to contribute to national leadership development and talent management strategy and plans
  • Leading the implementation of a complex programme made up of multiple workstreams, ensuring effective programme and financial management and assessing impact.
  • Leading a team of expert practitioners to develop and deliver a strategy for leadership development built on evidence-based, leading-edge theory and contemporary practice
  • Providing professional advice and expertise on leadership development, talent management and succession planning to senior colleagues in NES, sponsors in Scottish Government and external partners and stakeholders

Some of the knowledge, skills and experience you might have:

  • You’ll have experience of working in complex environments where the parameters of the job are not always clearly defined
  • You’ll have experience of core operational and complex programme management applied within large, complex settings;
  • You’ll have an excellent understanding of the application of contemporary theories in leadership development and talent management
  • You will bring your leadership skills and ability to influence at all levels using self-management and analytical, prioritisation and judgement skills
  • You will have a good understanding of the health, social work and social care system along with a sound grasp of the Scottish policy context and Scottish public sector
