The islands offer – and the Council’s services must sustain – a unique quality of life for all the people who live here.

The post holder will be responsible for the day to day management of the Housing and Homelessness services, ensuring that excellent customer service is delivered.  The Service Manager will be involved with developing various strategic documents including the Local Housing Strategy and the Strategic Housing Investment Plan. Budgetary matters will be a key responsibility, as well as line management for 3 team leaders. If appointed you will also represent the Housing Service at multi-agency meetings as required at both national and local levels.

To be considered for this role, you will have considerable experience of working within a housing or homelessness service and have a minimum of three years’ experience of leading a team. This role has line management responsibility for team leaders across the fields of housing management, homelessness and housing advice, housing support and policy and planning.  A strategic outlook is also essential as the appointed candidate will play an important role within the service area of Housing and Homelessness, developing and implementing strategic initiatives to improve housing opportunities for the residents of Orkney. 

You will hold the Chartered Institute of Housing (CIH) Level 5 Diploma in Housing plus APEX or an equivalent level Housing qualification which would be accepted for Chartered Membership of the CIH.  In addition you will hold appropriate practice (SCQF9) and supervisory management (SCQF8) qualifications to enable registration with the Scottish Social Services Council as a Manager of a Housing Support Service or will achieve the qualification requirements within three years of appointment.
