Highlands and Islands Airports Limited (HIAL) is a private limited company, wholly owned by Scottish Ministers, which owns and operates 11 airports in the Highlands and Islands and Tayside. The company’s airports handle over 1.7 million passengers a year and employ over 620 people.

HIAL operate airports at Barra, Benbecula, Campbeltown, Dundee, Inverness, Islay, Kirkwall, Stornoway, Sumburgh, Wick and Tiree.  HIAL’s core activities are:

  • Providing airports which meet UK and European regulatory standards and support essential transport connectivity;
  • Maintaining and developing airport infrastructure and services;
  • Working with airlines and stakeholders to maintain and develop air services.

HIAL receives income from numerous commercial sources and subsidies from the Scottish Government. HIAL must operate within budgetary constraints therefore there is a focus on increasing efficiency savings and maximising income generation. HIAL’s annual expenditure subject to Procurement is around £22m per annum. HIAL is embarking on an additional programme of planned capital project delivery in the two years to 2021 as a result of increased capital budget allocation to undertake operationally essential upgrades and replacement of key HIAL assets. 

The Job Purpose is to provide advice and operational lead on regulated and non-regulated procurement activities for a wide range of goods, services and works ensuring the company continues to comply with public procurement legislation; focusing on value for money against business need, risk reduction and delivery of sustainable procurement aims.

Working closely with operational and corporate teams, the role will blend both knowledge of public procurement process and best practice with a clear understanding and practical experience of delivering best value.

A thorough working knowledge of the procurement process is a pre requisite as are excellent written and oral communication skills.
